My watch says that notifications are off but my phone app says they are on.

would love notifications ..HELP

Your charge 2 setting is the local setting on the charge 2. This is a quick way to turn notifications off or on. 

The Fitbit app doesn't tell you if notifications are turned on or off. It simply is used to setup the notifications you want sent.

Thanks for bringing this to my attention and the details that were shared in your post. If you haven't already done so, I recommend you to check: How do I get notifications from my phone on my Fitbit device? to see that all the necessary requirements to receive notifications on your Charge 2 are correctly configured. You can use such article to re-setup the notifications feature if necessary.
