I bought a second hand fitbit charge 2 and I believe they previous owner hasn't removed it from their account. With the charge 2 not have a factory reset, how am I able to link this to my account? Thanks

The only way that would be an issue is if the original owner was nearby, family or work, within bluetooth range so that you might get their messages.
Otherwise, just create your own Fitbit account amd add the Charge 2 to it. Any data on it would be cleared when it is connected to a new account. The previous owner's personal and historic data is all in the main Fitbit database under their account/email, not on the Charge 2 itself.
