In order to receive irregular rhythm notifications do you have to pay for the premium version on the charge 3? It appears that way when I tried to set it up.

Has nothing to do with Premium.  By now, you must realize new features roll out slowly.  Be patient.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
