Misplaced my Charge 4. Phone says it just synched a moment ago. Does that mean my Charge 4 is near my phone?

Yes, it must be within bluetooth range (around 20 feet). If you are struggling to find it then have a look at the recommended bluetooth tracker apps fitbit recommend in Help article: What should I do if I lose my Fitbit device?
