Normally when the phone changes timezone and you use automatic timezone detection in App settings the Charge 4 should pick it up at the next sync.
If this does not work it is suggested to try using manual timezone setting then sync the Charge 4.
I have tried both of these techniques and this did not work with my app/Charge 4 where the app had been updated many times but was from the original install from a couple of years ago
What I found worked: delete the app and reinstall it - i.e. start from a fresh install of the app - then my Charge 4 sync'ed effortlessly with the correct timezone (using the auto settings).
My guess is when original install goes through many years of updates it somehow gets into a semi-corrupted state and it is best to restart from scratch (you don't lose any data of course as the newly installed app grabs your data from the Fitbit cloud).
Indeed it is probably not Charge 4 specifc - but a long-lived app that has had many update cycles - before the timezone issue I had already noticed that changing the display between 12/24h never took but I ignored the problem and just lived with the existing setting...
