My Charge 4 doesn't turn on automatically when I want to see time and move the wrist to face me. Everytime I have to press the side button to turn it on. Am I missing something in the app that I have to turn on?

Press both side buttons the side button a few seconds to get to 'Quick Settings'. Scroll down to 'Screen Wake'; tap to toggle on or off.
If that doesn't work, you might be in 'Sleep Mode' just above 'Screen Wake'.

Any tips to turn toggle back on? When I tap the screen wake, the device does not respond...

Have to unselected sleep first then that allows to toggle wake screen

You cannot turn Screen Wake on when you are in Sleep Mode. That is so the screen won't turn on and wake you up when asleep.
