Screen static and GPS failure

My Charge 3 is unusable. There is tv static so you cannot read anything on the display.  Have rebooted multiple time, it will not correct.  Also the gps RARELY worked.  This is a replacement charge 3 that I received when the hear rate monitor failed.  I have not had A working unit longer than a few months. This is so frustrating and time consuming.
