I'm trying to set up my new Charge, it's fully charges, dongle is inserted. I'm using Windows 10 computer. It's not being recognized!

Welcome to the Community, @FiddleDeDe. I appreciate the assistance provided, @Odyssey13.
@FiddleDeDe It'd be great to know which Charge version you're trying to setup since, as @Odyssey13 mentioned above, Charge 3 and Charge 4 can't be setup on a Windows 10 computer. In case that you have a compatible phone or tablet, please download the Fitbit app and setup your device from there.
