Does the charge model track sleep? 

When is the best time to charge your fitbit?

First, I question if you really do mean the Charge.  That model has been discontinued for several years.  Since then, there have been Charge HR, Charge 2, and Charge 3.

 

But if you do have a Charge, yes it will track sleep but, without heart rate sensor, it will not track sleep stages.

There is no "best time to charge it", but probably a time when you will be sitting still without steps for a while.  Or some people find just charging it while taking a shower daily is enough to keep it going.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
