The first: on the screen of the fitbit it says the link to set up.  I hve already charged it but it doesn't show how many steps I have done in the hours I have had it on.  

The second:  on the dashboard it says device not paired.  One of the first things I did was to download the app.  It took long time to go to its dashboard.  As far as I can tell followed all the instructions.
