Today I had 19 mins of activity mins, I went to the dashboard and logged in the time I spent cleaning and now my activity mins are gone. Do they only count if you don’t count it as exercises?

When your fitbit tracked your movement it sensed that the amount of effort went up and down. It was in those peaks that you got active minutes.

When you then manually logged an activity for the same time period it overwrote the calories burned and active minutes tracked with those calculated for the manual entry. When it did that calculation it didn't know anything about peaks and troughs in effort so it just assumed the effort was the same throughout. Unfortunately this means that it didn't think you were active enough at any time to get active minutes.

If you delete the manual entry then your active minutes will come back.
