Adding friends to challenges with a lower step count

Help, 

 

I am unable to add friends to challenges that have a lower step count.  Am I doing something wrong? Or is this a know bug?

Let me help you adding your friends to challenges. Not sure why this is happening. Try logging out from your app, restart your phone and log back in.
