Do the alarms on inspire hr go off if your phone is not Bluetooth connected?

Yes, once the alarm settings have been synced from the app to the fitbit, the alarms will go off whether the tracker is connected or not. So, you could use the app to create an alarm, sync it to the Inspire and then disconnect from bluetooth.
