How can I get the Inspire HR to continuously display heart rate?

Thank you for your inquiry. Currently this isn't available as you can't have the screen on all the time but you can share your idea in our Feature Suggestions board. Search for the idea first to see if one already exists so you can add your vote. The more votes an idea gets the more likely the developers will try to implement it. 

If you are referring to just have in the clock face you can select one from the options you see in the Fitbit app.
