Here's what I do and it works for pairing and syncing. I figured it out after I accidentally upaired, and couldn't get it to work.
1) Go to settings, then apps, then find the app and force stop it. Works on any phone that supports the device.
2) Turn off wifi and reconnect (make sure you have a solid connection).
3) Turn off bluetooth off then back on.
4) Reset your fitbit. This must be done while it's on the charger and at least about 70% charged. Reset by holding down button (while on charger) for about 10 seconds until you see a smiley face. Sometimes legal info will pop up, too. Leave band on charger when done.
4) Go to bluetooth and try to pair. Stand as close to your band as possible. If this doesn't work go to next step.
5) Open Fitbit app, and click on the icon on the top left corner. Under "devices" click on your device then click "pair."
6) Go to your bluetooth and verify it's paired.
7) If none of this works restart your phone and start process from step 2. Sometimes is can take a few tries, but it works.

@Sammiethebull your step 4 should not work at all. You should get the message "Rejected by tracker"
If for some reason it does work, this will prohibit the app from discovering the tracker, since the phone thinks it is all ready discovered.

It may work differently depending on your device, but this worked for me. I never got an error message.
I have a Samsung note 10+ and it discovers my device just fine. The trick was going into the Fitbit apps setting and choosing my device then sync. I still had to reset it though as in the other steps mentioned. Haven't had a problems since. Doing all those steps didn't work at all for me without the last step.
I'd recommend Uninstalling the app, re-installing it, and starting fresh. Then start from the step where you reset your band and finish. Don't worry. You won't lose your info. It's stored in your band and on the app.

@IsiahLowe get out of the Bluetooth menu, their is nothing a user can do through the Bluetooth menu while setting up the tracker to your Fitbit account.
Please open the app and follow the directions to setup the tracker.

I've tried this several times and it's not working. My Inspire hasn't synced until 4/1 or 4/2. I think they did a release around that time.
I just clicked forget this device on bluetooth and went back to the fitbit app and it synced.

I have to go to settings each time I want to sync and go to Bluetooth and forget my Inspire to get it to sync. It’s totally a pain. It used to work fine.
I have an IPhone X and it’s up to date.

I have the same problem with my iPhone X, must go to Bluetooth daily and “forget” this inspire, then re-pair the device and phone. Oddly, this doesn’t happen for my old iPad. It syncs fine.

Thanks for the advice...I uninstalled the app, reset, and started over, now it works fine. This week has been a pain with syncing problems and pairing.

I have tried everything. I tried disconnecting from bluetooth and then reconnectring- my phone then has trouble even seeing my Inspire HR. I have rebooted the Inspire, i have rebooted my phone, I removed the app and reinstalled it, i removed my device from the app and now, i get to the step where you enter the four numbers displayed on the device and then nothing.. it says "its taking longer to connect than usual. We're con it!" but nothing happens. I have had this fitbit for less than a year and now I am having all this trouble.

@HRF22 if the tracker is all ready connected to your fitbit account. It should be easy to change iPad to iPhone.
The user does not want to, or need to do an add device to their fitbit account when changing phones. The tracker already is connected to the proper account.
Any attempt off the user to pair the tracker will be rejected by the tracker.
