Heart Rate Inaccurate During Exercise Mode on Treadmill

I have been using my Inspire HR for about 6 months and do a variety of work outs with it.  I have noticed that unless I’m in a full run on the treadmill the heart rate is very inaccurate.  I have been using a program on the treadmill that alternates between 0 - 10% incline and I’ve been walking moderately fast.  While in the 10% incline when I’m sweating and barely able to talk it is showing my heart rate as only in the low fat burning mode and at times the heart rate even drops lower…which is absolutely inaccurate.

I have tried wearing the monitor higher, lower, looser, tighter, restarting it, clearing the data and nothing works.   I have tried different modes but on the treadmill nothing seems to work.  The only way to have an accurate heart rate is to not set the fitbit into exercise mode. I find this odd, but it seems that in exercise mode something is happening that affects the heart-rate reading.

I have the same issue but even when I manually input the exercise the heart rate is wrong and just says I had 100% fat burn. This thing has been defective since the day I bought it lol
