I bought a new fit bit I already had an account, removed the previous device , but where to I go or what do I do to add a new device

In the phone app, logged in to the same account, from main page, tap profile picture near top left to get to 'Account' page; look for "+ Set up a Device" and tap that to get started.

"Didn't work" is not enough info for me to go on to have any idea of your problem.
Can you be more specific? What didn't work? Did you find where I referred you to?
Did you get started? Where did it fail?
Your original Q was where to go to add a new device. Did you find that?

i am still trying to set up have now reached the point where it asks to update , I click okay and it fails to update I have done everything they suggested but it still errors out without setting up my inspire hr

It sounds like you got it set up; then it is trying to di firmware update. Is the tracker working and syncing with your phone? If so, then it's just that firmware updates can be finicky. Keep trying occasionally.
