My daughters inspire 2 will not stop buzzing. I have done a reboot on it but that did not help

Thanks for sharing with us the situation you have been facing with your daughter's device and the steps you have tried.
In this case, since the regular restart didn't work, I would recommend trying to do a factory reset of the device. You can follow the steps here: How do I erase my Fitbit device?
NOTE: Any information that wasn't syncing before the factory reset will be lost.
