Inspire won't sync or reset

Won't sync.  Followed instructions to hold down button for 5 seconds, wait for smiley face and buzz.  But it takes about 20 seconds to get the smiley face, there is no buzz, and it didn't reset (still won't sync).  Appreciate some help.

thanks for your reply!  i couldn't figure out how to shut it down.   then our cable service went down, and along with it all access to internet.  when it came back up, my fitbit sync'd.  so i don't know why, but it worked.  Weird, but good.
