Is there any way to set my Inspire HR alarm to go off on the top of each hour? Thanks in advance.

Hello @ernestbass and a warm welcome.  Sorry, but that function doesn't exist.  You can set multiple alarms on an Inspire HR, but there is a maximum of eight alarms.  A Feature Suggestion exists asking for this feature, but Fitbit has marked it Not Currently Planned.
