New Fitbit replacing lost one. When I went to set up new device will not allow me to because it says that email & password already in use. Same email as old one only email address & password I have

It sounds like you are trying to create a new account. Don't do that.
Just log into your old account and add the new device.
From 'Today' page, tap your profile pic at top left, then 'Set up a device'.
Then your data will go into same account and just continue data you had from previous tracker.
