Autumn month ago, I purchased an inspire two, and at first, it worked great. Now I cannot get the do not disturb button to turn off, unless the sleep mode is turned off. I have rebooted it several times and have also unloaded it and tried reloading. Nothing seems to help. Every other feature works except those two.

So you want Sleep Mode on and Do Not Disturb off. That cannot be done. One of the purposes of Sleep Mode is to not be disturbed.
Maybe you want Sleep Mode set on a schedule. In that case, do not turn it on in Quick Settings. Go to full Settings and set the hours you want it to automatically turn on and off, then let it take care of itself.

Thanks, @arlenecram, for the steps you have already tried. In order to resolve this issue, I recommend trying to erase your data from your Inspire 2 and doing the setup of the device once again. Please follow the instructions of "How do I erase my Fitbit device?".
Once you get the device set up back on your account, please check if the sleep mode is working properly.
