I wore my (charged) Inspire HR all day and was dismayed to see hours of steps did not get counted... I tried stopping the app (Android, btw) and checked that app and phone software up to date... Why would this happen?

Take into account that Fitbit devices have an algorithm for step counting. The algorithm is designed to look for intensity and motion patterns that are most indicative of people walking and running. It's possible to get different readings if the trackers are worn in different locations (dominant vs non-dominant wrist). We recommend reviewing the accuracy information provided on our help site at How accurate are Fitbit devices?
