Sync replacement Inspire HR with

Received replacement Inspire HR and tried to sync with the Fitbit Connect.app but it does not sync only shows low battery from old unit

Try adding the replacement as a new device and when you say it is an Inspire HR it should ask if you want to replace the old device with the new one.

Let me help you with your replacement Inspire HR. Your account won't simply sync with it as a link needs to be created between the new device and your account. As @wtksk8r you will need to set it up as a new device on your account. Please follow these instructions to do so.
