exercise activity not syncing even though fitbit says it is synced

This fitbit HR will not register my exercise activity even though it says it has synced. I tried the restart on the phone, restart on the fitbit, shut off bluetooth and turned bluetooth back on, turned off phone and turned phone back on, did a phone restart, I'm not buying another fitbit device. Seems like a scam to me. 2nd fitbit device that I have had problems with after 1 year. Thank you fitbit. What a waste
