Do I need a smart phone or windows 10 to set up my Inspire. I do not have either.

Some tablets will work.

If you have Windows 8.1 (not sure about other older Windows versions), you can probably do it with the dongle. 

That is not included with trackers now but can be purchased separately:

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
