I bought a Fitbit Versa back in the beginning of November 2018 for my husband for Christmas. He hasn't even gotten to charge it, set it up, let alone wear it, as the screen has broken. Can this be returned? If not, where can I get a new screen put in for it?

Fitbits are not repairable. The best thing you can do is contact Support (link in my signature ) though I understand a broken screen is seen as accidental damage and not usually covered by the warranty.
