Controlling Offline Spotify Playlist

Hello all. I'm looking to purchase a smartwatch for my wife for when she goes running. She does not have data on her phone and so saves her Spotify playlists for offline playback while she is out. 

I've read that the Versa 2 does not support offline playback. I understand this to mean that you cannot save a Spotify playlist directly to the watch (though the watch can store *.mp3). 

My question: Are there any limitations to the Versa 2 controlling an Spotify offline playlist that has been saved to the phone to which the watch is connected? Or, does the watch only control a "live" Spotify stream on the phone's Spotify app?

From Fitbit's help for Spotify:

"The Spotify app on your watch doesn’t support offline music playback, so your paired phone must remain nearby with the Fitbit app running in the background and connected to the internet."

So it will only play back streamed music, not offline.
