My Versa 2 was locked out as my son entered the wrong password. Have tried to do factory setting by pressing the button and depressing as instructed yet have just the data not cleared sync and try again coming up. Was looking to hand over to my son as he wants my Fitbit as I have another one now yet I can’t set it up as this message is on the Versa 2 with no other option

Sounds like you didnt accomplish the factory reset. There was no reason to do a factory reset.
First thing to note that unlocking the tracker takes only a few seconds through the Fitbit app.
The user as explained in the help guide only needs to change the pin.
Also it is recommended to set the pin for Fitbit pay only.
Try this process.
Hold the back button for about 8 seconds.
When the Fitbit logo disappears:
Release the button briefly (for less than 2 seconds).
Hold the button again until they feel a second, longer vibration, which indicates the factory reset.
