My Fitbit turned off last night, but the battery life was at 99%.  I got up and placed the Versa on the charger.  When I woke up this morning and went to put it on it was completely turned off.  I turned it back on, but it only stayed on for a few minutes then turned back off.  Then when I checked my phone it stated an update was available.  I started the update at 4:45 am, it is now 8:58.  It completed at around 6:00 am, but it still stated a firmware update was available.  I started the update again.  Now I'm looking at the Versa while the update is taking place and there are blue lines appearing on the Versa.  Is this normal?

It is normal to see a single progress bar on the Versa. This should not be multiple blue lines.

Was the Versa plugged in during the update?

I have had times in the past where the update finished, but not reported back to the server. I then have tried the update again or did a setup the tracker using the replace option.

Since you have blue lines it might be best to contact Fitbit

Today 7/24/2019, I can't find a page showing the latest version and information about it. Again I am having the same long delays to upgrade my fitbit, but I don't even know which is the latest version. My versa has 32.32.10.15 as today.

Hello @roseuser let's go to the bottom of this page and click on help. Now in the search bar type "what's new". This document will come up, showing us that the Versa is at V 32.33.1.30. Your Versa is 3 versions behind.
