Can anyone set up a group for bariatric patients, or those that have had the surgery?

I did find one using the search feature:
If you look through it; but still want to create another, you can, since you are registered @53nfierce,
Creating a Group

To add a group, or search for a group:

  1. Log into your dashboard on a computer at fitbit.com, then click the Community tab at the top of the page and choose "Activity Groups" from the drop down.
  2. You can see the groups you already belong to, if any.
  3. Click the Create a Group link and give your group a name and optional description.
  4. Choose your privacy settings. Your group can be public, public by invitation only, or private.
  5. Click Create. The group page appears where you can add members, view the leaderboard, and participate in discussions.
Adding MembersAfter creating a group you can invite members to join.
  1. Go to the group page.
  2. In the Members box at the bottom of the page click invite members.
  3. Invite up to 10 members at one time by entering their email addresses and clicking Send.

I don’t have a desktop computer, so I don’t know if I can find a bariatric group on my phone app. Any thoughts?

I dont know how long that group has been there. But you might want to join and start posting in it. It might make it come alive. Worth a try before starting a new one.
