Hi,
My device was off due to a low battery, after recharge it started but had the wrong time. To fix the time, I tried to sync it many times, but it did not work. My App on mobile was not able to detect it - (I verified that my Bluetooth on phone was working because I am able to access other devices)
I went to the setting and did a factory reset. After that step, it is not starting.
1. I kept it on recharge again for 1-2 hour
2. I tried to restart it by pressing left button for 10-20 sec
3. I also tried to press left + "bottom right" butting for 10-20 sec

As per the description of your post it seems that the battery on your watch may not be charging properly and therefore does not turn on. I recommend that you follow these steps (or please confirm that you've followed them as described below):

Thanks you for suggestions.
Tried cleaning the connector and tried to recharge with 2 diff usb chargers. Still no change. It is still not rebooting.
Just adding more info here - may be I did not mention this in my original post:
- it is not showing the fitbit boot images. It is completely dead, with black screen
- no sensor light at the back
