Why don’t i get a notification on my iphone home screen  when i reach my step goal?

That would only work if your fitbit was constantly connected to your phone as your phone only knows the step count when it syncs. While it's possible to do this not everyone does so the notification is just on your fitbit which, by definition, you are wearing.
