Unfortunately you cannot have them both on the same account, even on different sync devices, i.e. phone and iPad.
To put one on phone and one on iPad, or even both on phone, you would need a separate account for each, but then could not combine the data.
The only way you could use both is to sync the one you are using, then add the other tracker to your account while dropping the first - perhaps more trouble than it's worth, unless switching only infrequently.
This used to be possible but not with the latest models that use the App Gallery.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
