Notifications and All-Day Sync

I can't get my bluetooth to pair with my versa for notifications.  My bluetooth is on, under bluetooth the versa is connected. I have deleted my app on my phone and did a factory reset on my fitbit and still will not pair.  I kept getting the message "Bluetooth pairing Failed, call Notification and All-day Sync are disabled for now".  I even removed the versa from the phone several times and still get the same message.  I have the iphone XR.
