I know apple has a “closed economy” and only android phones paired with the Versa 2 can send quick replies. I was wondering if there was an app I could download either on my Versa 2 or iPhone that would allow me to send quick replies.

Unfortunately not that I know of. As you say Apple's system is closed, so I'm not sure how an app would get past that. If it was as simple as writing an app I'm sure we wouldn't be in this situation right now and Fitbit would have found a native way. I'm sure they want to add the feature just as much as iOS users want the feature, especially now with the ability to quick reply using Alexa.
