I am not very knowledgeable on how these watches work.  Currently it is about 4 hours behind on the time and it needs to be synced.  How do I do this ?

The time will update when synced with your phone or computer.  Sounds like the Time Zone is incorrect also which you can set correctly in your Fitbit.com Settings.
