Unable to complete Versa setup process

A little while ago, my Versa was having trouble syncing, so the watch time was off. For whatever reason, that happens every once in a while, and usually, I just restart my watch and it fixes itself. This time, that didn't work, so I thought I would try a factory reset, to see if that would work. So I charged it and went to set it up again on the Windows app (the app on my phone doesn't work for some reason, but that's another story), and it won't finish set up. It gets to the point where the green checkmark shows up, and then a white version of the Fitbit logo, and there it gets stuck. It does not change screens. Eventually, it goes to sleep, and when you wake it up, it shows the "To start, download the Fitbit app" screen. I am getting really annoyed that it won't finish the setup, especially because the app says it's syncing, and the watch responds to the setup, but not all the way. I have tried restarting it and factory resetting it again, but nothing has worked. Please help me, I want to be able to use my watch again!
