After endless hours of trying to do the suggested tips on Fitbits own web page.... I called the company to get a return label for my Versa 2 and the man said there was a step missing from what is posted. Hummm... perhaps they should add that missing piece. I did it and my watch is now receiving messages.
Here’s what helped me:
If you aren't receiving text on Versa 2 try this...
go to phone settings
Go to notifications
Go to messages
Go to banner style
Make sure banner style is on persistent.
That fixed my issue. Maybe it will help someone else.
