My versa 2 wont let me swipe from the clock. So I cannot restart.

Versa 2 restart does not require any screen interaction.

Just hold in the left side button until you see the Fitbit logo.

@Alynnreyn, welcome to our Fitbit Community! I'm happy to assist you with your Fitbit Versa 2 since the screen won't swipe.
In addition to the restart process that @JohnnyRow shared, try changing the clock face to one developed by Fitbit, not a third party clock face and see if the issue gets fixed.

I've changed the clock face and it's still doing it. I've restarted it numerous times. Turned off the heartrate. Turned it back on and around 20 mins later it did it.

@Alynnreyn, I apologize for the delayed response. However, I appreciate the time spent trying the recommended troubleshooting steps.
I noticed that you mentioned that after you turn off and on the heart rate, it did it. Does this mean that the issue got resolved? I'd just like to know this in order to avoid any confusion on my end.
