My fitbit versa 2 is only showing the dotted fitbit logo in color grey. Tried restarting it. Goes right back to the same screen. Pressing the button and swiping the screen does nothing. Tried re-downloading the versa 2 on the phone as well. Did nothing.

Note that the Fitbit Logo you're now receiving on your watch's screen usually appears when you've performed a factory reset without first unpairing the watch from the phone's Bluetooth settings. As per the description of your post it looks like you only unpaired your Versa 2 from the Fitbit app but not from the phone's Bluetooth settings.
That being said, please try the steps below:
If you can't get started with your Versa 2, usually a missing requirement is the cause. Carefully review the requirements provided in the help article: Why can't I set up my Fitbit device?
