Whenever I log water intake on my watch, it doesn’t sync to my app. If it does, it syncs a couple days later. I checked that I have all the latest updates, so it’s not that. I’m wondering if the latest Apple update is what is causing the issue because I started noticing the problem after my phone updated last.

Try logging out of the Fitbit App and restarting both watch and phone.
As a temporary workaround you can try SimpleClockDuo clock face for logging intake and reminders to drink on the watch face. Requires a single manual update in the Fitbit App at the end of the day.
