Versa 3 tells me notifications are live if I open window, but that wants the watch to visit webpage

I have a Versa 3 that I turned on notifications for.  Now it's telling me I need to enable it on the phone.  Tapping the message and then the Open button causes Google Messages to open a window intended for pairing PCs.  You're supposed to open a webpage on the PC.  But here, the device is a watch.  How do I open the webpage on a Versa 3?
