Versa Lite won't set up

I've recently got a new Versa Lite device. I am currently using a compatible phone device, followed all instructions & troubleshoot help on here, set up a new account as there was an old one on the app previously, and I still can't connect the device with charged battery?

 

Any help will be most appreciated.
