I have bought a 2nd hand Versa Smart watch. I am trying to pair to my phone using the App.
However - every time I get to the enter the 4 digit pin.........I’m stuck - because all that shows is the keypad numbers.
Ive tried turning off the phone/watch........logging out of app etc. But nothing seems to work.
if the previous owner has not properly reset the watch.........could this cause the problem? Really stuck now!

It does sound like the previous owner did not do a factory reset - the keypad is there to provide a PIN for a device lock used to protect the device when Fitbit Pay is set up.
If you are unable to get the PIN from the seller then it's going to be a bit tricky. If you try to guess and get it wrong 10 times then it will not allow further attempts. There is a way to reset but that only works as long as the app is connected to the fitbit so not an option for you.
It will need a factory reset before you can use it. The trouble with that is you can't get to the settings to trigger a factory reset. There is an undocumented way to do a factory reset using just the buttons but it's complicated and can produce strange results. For that reason I suggest doing it under the guidance of customer support who you can get via contact.fitbit.com
