My Versa and dashboard app had a correct showing of 28 minutes, but after syncing, the minutes disappeared from the watch and app. I've uninstalled and reinstalled the app as well as shutting down the Versa but nothing has helped.

I am glad to assist you with your concern about your active minutes which disappeared after you synced the device. I appreciate your efforts to resolve this. In order to investigate, please let me know if you manually logged any activity? Did you do any exercise when you noticed that the active minutes disappeared?

I am sorry to hear you continue experiencing the issue with your active minutes disappearing from your watch and dashboard after the sync. I would like to confirm if you have any third party app connected to your Fitbit account? I will be glad to investigate.
