I tried shutting it down it shut down but now it just keeps on shutting down and starting up

Thank you - mine just stopped syncing as well and this did it - appreciate it!!  I do have another related question - I'm at work so I'm on a different WiFi network (still have Bluetooth turned on).  Would the different network be effecting the syncing?

I don't think so. Syncing happens purely over bluetooth between fitbit and app and as long as the app can connect to the internet to reach the fitbit servers it shouldn't care about which wifi it is using.
