Purchased in Dec 2018, replaced (under warranty)around March and now having issues with the replacement....
Started having issues 2 weeks ago...heart rate not tracking/wrong. Heart rate not being tracked in app, etc. Well now as of yesterday...NOT WORKING AT ALL! It won't charge and I've tried switching the charger, outlet & nothing is working. It's completely dead! Not happy that the Versa seems to have a 4 month life span!

I'd like you to try the troubleshooting steps that are listed in this help article. This article contains steps that you already tried but you can skip them and proceed with the rest.
After this, charge your watch for 2-3 hours and see if it comes back to life.
