Versa two no longer syncs

Following the trouble shoting steps I observed the following message on my bluetooth properties:

This device cannot start. (Code 10)

STATUS_DEVICE_POWER_FAILURE

 

whats next? I've never seen this before.

I've deleted Bluetooth and reloaded.

I use a fit-bit dongle
