alexa won't sync with fitbit versa 2

The instructions for syncing alexa with versa 2 is to do it from my dashboard.  There is no link in the dashboard for alexa

Those instructions do not work because I do not have a smart phone and am using a windows 10 computer.  I see no reason why I should have to pay for a data plan in order to use a smart watch.
